[R6RS] New draft of arithmetic SRFI

I've attached a copy for archival purposes.

It includes minor fixes throughout.  Moreover, I've exchanged a few
messages with Brad Lucier, and tried to respect his suggestions
wrt. branch cuts mostly.  This is all tricky work (at least for me),
so I'd appreciate if somebody could look over the definitions of the
transcendental functions, sqrt, log, and so on.

There haven't been many comments---we really need the community to
look this over.  If there are no objections, I intend to submit this
next weekend.  (I still need to make a few adjustments in the
reference implementation.)
