[R6RS] Exceptions Twiki entry

Nobody's put up anything on the Twiki on the subject yet.  With fairly
little effort, I could put up the important bits of SRFIs 34-36
(essentially what I presented at the meeting) + the results of the
brainstorming Matthew and I had after the meeting.  (I'll still be
happy to let others take over after that.)  Should I?
