     Action: include this in R6RS.

- Specify primitives to return zero values

         Clinger: no
          Dybvig: not sure
          Feeley: no

    van Straaten: maybe

     Action: The jury is still out.  Dybvig, Serrano and van Straaten  
should vote firmly.
