No, I don't think so.  For the R6RS module system to be
powerful enough to make SET-CAR! and SET-CDR! play well
with list primitives that are immutable by default seems
extraordinarily unlikely.  I think I proposed this at one
point as a test case, hoping to generate some discussion
of requirements for the module system, and frankly hoping
the ability to handle this particular test case would not
be a requirement.

In practice, therefore, I'm against deleting SET-CAR! and
SET-CDR!.
