For the moment, I've added a one-sentence link to the formal comments 
page (third line on the home page).  A bit later tonight, I'll change 
that to include a link to your announcement.

I hesitate to add the full announcement text to that page right now, 
just because I think that page is already somewhat disorganized.  I'll 
take a stab at reorganizing it on Saturday.
