[R6RS] Case-sensitivity

I would find that poll helpful, despite its obvious defects.
I don't think the technical arguments on either side of this
issue are definitive, so it comes down to a popularity contest.
In such cases, we normally stick with the status quo so as not
to oscillate (stare decisis?), but it has been argued that the
overwhelming majority of the Scheme community want Scheme to
be case-insensitive.  Let's see if that's really true.
