Some minor comments:

I think we approved a (define <variable>) syntax.
Shouldn't it be allowed in library bodies?

The productions for <import-set> refer to <X-set>,
for which there are no productions.

Where it says "indirect-export forms would be ignored
except within a library <body>", I think the last two
words should be changed to "<library body>".
