[R6RS] Argument order with `fxcopy-bit' and `fxcopy-bit-field'

With `fxcopy-bit', the "source" argument is first.  With
`fxcopy-bit-field', it is last (and the "replacement" argument is
first), which seems counterintuitive for me.  Is this intentional?
