I agree in principle that it would be good to fix this, although I'm 
interested in hearing Kent's perspective on the interaction with eqv? on 
quoted constants.

But I also wonder if it's too late to try to make any major change given 
the current schedule.  E.g. what would the impact on the formal 
semantics be?
