If you want to say that title case is normally the 
same as upper case, which is what many people say,
and is in fact what is implied by the current R6RS
specifications for char-titlecase and string-titlecase,
then you *have* to prefer the definition I offered
over the one used by ICU and Java.  

If you prefer the definition used by ICU and Java,
which is the definition used by the current R6RS
specification of char-title-case?, then the current
R6RS specifications of char-titlecase and string-titlecase
are incorrect.
