That is a very good question, and I suspect the answer is as much
determined by quirks of history than anything else. I don't feel
qualified to give a general answer.
Historically, enumerations were added at the point the policy issues I
described came up---for the bytes and the I/O libraries. Why were
bytes and I/O included? I/O was included for any number of good
reasons that I hope I don't have to cite here, and bytes objects were
put in to enable binary I/O.
