In all cases it is up to the Scheme implementer, but I think the best
QoI would be achieved by using the "ANSI code page", which in North
American and Western European locales is Windows-1252, in Eastern European
Latin-script locales is Windows-1250, in European Cyrillic locales is
Windows-1251, and so on.
