well as I can.
Generally, maybe I should clarify the purpose of the rationale: The
rationale is not intended to be an exhaustive defense against all
possible arguments why something isn't as it someone might think it
should be. Instead, it provides information about (some of the)
arguments considered by the editors when they made decisions, as
background information and as guidelines for future makers of decisions.
As such, the arguments we give may not convince you, but they convinced
the editors at the time decisions were made.
