Wait, I think I get it. You are talking about section 7.2 which describes how a top-level program
could be translated to library semantics. Unless I'm mistaken, the purpose or this section is to
clearly describe how statements and definitions are handled without bloating the document with
repeated material from chapters 6 and 8. It is not stating that a top-level program _must_ be
translated into library format, correct?
