[r6rs-discuss] export level exceptions

The paragraph near the end of p.26, naming the exceptions to the export level 0
convention of the base library, has not been updated to reflect all the
exceptions listed later in paragraph 9.1. Someone who has read paragraph 6.2
might therefore conclude erroneously that syntax-rules and identifier-syntax
are the only exceptions.
