[R6RS] Timeline for R6RS SRFIs

According to my notes, these are the R6RS SRFIs that are to be  
submitted ASAP with minor (or no) reviewing by the other editors:

- Library (Matthew)
- Unicode (Matthew)
- Numerics (Will)

Some, but not much, discussion remains on these topics before they  
are submitted as SRFIs:

- Syntax-case (Kent)
- Records (Kent)

The following topics are not yet ripe for SRFIzation...

- Exceptions
- Binary I/O

I will have something to propose shortly on exceptions and binary I/ 
O.  Have I forgotten anything?
