The draft mentions expansion of libraries as well, and it does not specify
that expansion must occur when the library is visited. Indeed, since
separate compilation is a stated goal of the library system, it's clear
that the intent is to allow libraries to be compiled, and hence expanded,
ahead of time, and possibly just once for multiple visits. On the other
hand, the draft does a poor job of specifying how this is supposed to work.
