On review, this is not true. The person in question actually did
intend "program" to be a term in the draft, and its meaning is
explained in Section 4.1 ("Programs and libraries"). Essentially, a
program is the entirety of the code referred to by a script. That's
also why there's a different word for "script." There are a few
places in the report where the word is used inconsistently. (Not
those you quoted, however.) I'll try to fix those. (This is just a
comment on terminology, not on the deeper issues.)
