Nope, that is impeccable en-US in both syntax and semantics. As for
legalese, any canons of statutory interpretation that allow "and" and
"or" to be interchangeable ad libitum (true both in the U.S. and the
U.K.) obviously give a great deal of scope for Humpty-Dumptyism.
